Building a Foundation for Independence
When we talk about Supported Independent Living or SIL, it is easy to get lost in the technical language of the NDIS. We hear about funding packages, ratios and service agreements. But at Shine Communities, we know that SIL is not just a line item in a plan. It talks about the four walls that hold a person’s dreams. It is the morning routine, the shared meals and the feeling of safety that allows someone to finally say: “I am home.”
Because this part of a person’s journey is so vital, the question of registration is one of the most important conversations a family can have.

What is Supported Independent Living (SIL)?
According to the National Disability Insurance Scheme, Supported Independent Living is help or supervision with daily tasks to help you live as independently as possible while building your skills. It is designed for people who have higher support needs and who require some level of assistant at home all the time.
The NDIS refers to this as ‘person-centred’ support. In fact, it talks about having a team that helps you with things like personal care, meal preparation or learning how to manage a household budget. The goal defined by the NDIS is to empower you to lead a life of choice and opportunity in a place you feel proud to call home.
This means that by 1 July 2026, registration is set to become mandatory for all providers of Supported Independent Living. This transition is designed to close the gaps in oversight. For too long participants in unregistered care have lived without the same level of protection and independent auditing. By making registrations a requirement for all providers, the NDIS is ensuring that every home is subject to regular safety checks and every worker is held to a national code of conduct.
Understanding SIL Registration
In simple terms, registration is a promise of quality. When a provider is registered for SIL with the NDIS Quality and Safeguards Commission, they choose to hold themselves to the highest professional standards in the country.
Registration is not just a piece of paper or a badge on a website. It is a formal recognition that a provider has proven their ability to deliver safe high-quality services. By being registered, we are inviting the commission to oversee our work and ensure that the rights and dignity of our participants are always the priority.
To become a registered SIL provider, an organisation must go through a demanding multi-stage process. It is designed to be difficult to ensure that only the most dedicated and professional teams are approved.
-
The Application
We submit a detailed application to the NDIS Quality and Safeguards Commission outlining exactly which service we provide and how we intend to support our community.
-
Self-Assessment
We perform a deep dive into our own operations checking our policies and procedures against the NDIS Practice Standards. This includes everything from how we manage clinical safety to how we handle feedback and complaints.
-
The External Audit
This is the most vital step. An independent approved quality auditor visits our homes and offices. They interview our staff, review our files and speak with participants to verify that we are actually doing what we say we do. They look for evidence of professional excellence and genuine care.
-
Commission Overview
The auditor provides a detailed report to the NDIS Commission. Only after the Commission is satisfied that we meet every single safety and quality standard is our registration approved.
-
Ongoing Oversight
Registration is not a one-time event. We undergo regular audits and reviews to ensure our standards never slip.

More Than a House: The Shine Standard
For a parent or a guardian, the decision to move a loved one into a SIL home is a major milestone. Choosing a registered provider offers a layer of security that is essential for long term peace of mind. It ensures that staff are verified through strict background checks that safety systems are mandatory and that the quality of care is constantly monitored by an outside authority.
At Shine Communities, we believe that everyone deserves a life that is genuinely better in its own special way. While registration provides the framework for safety, our team provides the heart.
Our multi-skilled team works one-on-one with participants to build the skills they need for a meaningful life. We focus on creating a sense of belonging where the professional standards meet the warmth of a real family environment.
